REX Development Submits Economic Development District Application to U.S. Economic Development Administration

After months of preparation, REX Development has submitted a completed application with supporting documentation for designation as an Economic Development District (EDD) to the U.S. Department of Economic Development Administration (EDA) Regional Office in Philadelphia. In addition to organizational documentation about the region, the submission included:
EDA-approved Comprehensive Economic Development Strategies (CEDS)
Letters of Concurrence from Governor M. Jodi Rell, Commissioner of the Department of Economic and Community (DECD) Joan McDonald and Secretary of the Office and Policy Management Brenda Sisco
Letters of support from the chief elected officials of the 15 towns included in the REX region
The applicant is typically notified within 60 days of acceptance, or of any deficiencies which the applicant has the opportunity to correct.
For consideration as an EDD, the applying region must include at least one town that meets EDA’s criteria as economically distressed. The criteria include:
An unemployment rate that is, for the most recent twenty-four (24) month period for which data is available, at least one (1) percent higher than the national average unemployment rate
Per capita income that is, for the most recent period for which data is available, eighty (80) percent or less of the national average per capita income
Special need, as determined by EDA
Currently, there are four towns in the region that meet EDA’s standards for economic distress: Hamden, Meriden, New Haven and West Haven.
“This region’s application for designation as an Economic Development District holds special significance for our state. As the first region to apply for this status, these 15 communities are leading the way in strategically planning for their collective economic future. This regional approach is one of the keys to responsible growth, and I look forward to many other groups of towns in Connecticut organizing and following REX Development’s lead,” said Governor M. Jodi Rell. “If approved, this newly established district will open the door to new federal funding opportunities that will have a positive impact on the local economy.”
“The designation is the next step in our on-going commitment to regional planning and problem-solving,” said Ginny Kozlowski, Executive Director of REX Development. “We are hopeful that South Central Connecticut will be the first EDD in the state of Connecticut.”
